‘COVID-19 and the state of State Finances’: A lecture by Dr. T.M.Thomas Isaac Minister for Finance and Coir, Government of Kerala at Modi College, Patiala

The Department of Social Sciences today organized a special lecture on “COVID-19 and the state of State Finances”. This lecture was delivered by Minister for Finance and Coir, Government of Kerala, Dr. T.M. Thomas Isaac. The lecture was focused at understanding the innovative approaches and comprehensive responses implemented for managing the state economy of Kerala in the absence of share of GST compensation owing to fall in revenue due to lockdown and fiscal burden to counter COVID-19.
The college principal Dr. Khushvinder Kumar ji while welcoming the distinguished speaker said that the state leadership of Kerala with a robust response to counter the virus and with well-planned strategies of surveillance, screening, political and administrative commitment and health awareness was instrumental in controlling the pandemic.
Dr. Maninder Deep Cheema, Assistant Professor, Department of Economics highlighted the importance of the issue and said that the fiscal stress on states has become a new buzzword in the eco-political arena of India and that the states are depending on the options given by the centre involving borrowing funds to meet any deficit in the compensation.
Sh. Ved Prakash Sharma, Head, Department of Social Sciences formally introduced the Honorable Minister for Finance and Coir, Government of Kerala, Dr. T.M Thomas Isaac and told that he has always remained at the forefront in national level debates and more recently he actively participated in GST council for protecting the rights of states and has provided constructive suggestions focused on strengthening fiscal federalism in India. He also told that Dr. Thomas Isaac has also earned credentials as a leading academician and has taught at Centre for Development Studies (CDS) Trivandrum for a period of almost two decades and he is still associated with CDS as an Honorary Fellow.
Finance minister of Kerala Dr. T.M. Thomas Isaac in his lecture discussed the socio-economic policies adopted by different developed and developing countries during the Covid-19 pandemic and said that the economic and social response of Indian state to this medical emergency was problematic and non-efficient in many aspects. He said that the economic and social burden of lock-down, demonetization, the loss of millions of jobs and the closure of many industries and economic units made the citizens to bear the brunt of pandemic. He also discussed the issues of co-ordination between the central and state governments and borrowing of funds from liberal markets.
The vote of thanks was presented by the Vice-principal of the college Prof. Shailendra Sidhu. The programme was technically co-ordinated by Dr. Rohit Sachdeva, Assistant Professor, Computer Science department. A large number of students, faculty members, principals and industry people actively participated in the discussion session.

ਸਥਾਨਿਕ ਮੁਲਤਾਨੀ ਮੱਲ ਮੋਦੀ ਕਾਲਜ, ਪਟਿਆਲਾ ਦੇ ਸੋਸ਼ਲ-ਸ਼ਇੰਸ਼ਿਜ਼ ਵਿਭਾਗ ਵੱਲੋਂ ‘ਕੋਵਿਡ-19 ਅਤੇ ਰਾਜਾਂ ਦੀ ਵਿੱਤੀ ਅਵਸਥਾ’ ਵਿਸ਼ੇ ਤੇ ਅੱਜ ਇੱਕ ਵਿਸ਼ੇਸ਼ ਭਾਸ਼ਣ ਦਾ ਆਯੋਜਨ ਕਰਵਾਇਆ ਗਿਆ।ਇਸ ਭਾਸ਼ਣ ਵਿੱਚ ਮੁੱਖ ਵਕਤਾ ਵੱਜੋਂ ਕੇਰਲਾ ਦੇ ਵਿੱਤ ਮੰਤਰੀ ਡਾ. ਟੀ. ਐੱਮ. ਥੌਮਸ. ਇਸਾਕ ਨੇ ਸ਼ਮੂਲੀਅਤ ਕੀਤੀ।ਇਸ ਭਾਸ਼ਣ ਦਾ ਮੁੱਖ ਉਦੇਸ਼ ਕੋਵਿਡ ਮਹਾਂਮਾਰੀ ਦੇ ਮੱਦੇ-ਨਜ਼ਰ ਕੇਰਲਾ ਵੱਲੋਂ ਲਾਗੂ ਕੀਤੀਆਂ ਅਜਿਹੀਆਂ ਢੁੱਕਵੀਂਆਂ ਤੇ ਜ਼ਰੂਰੀ ਆਰਥਿਕ, ਸਿਆਸੀ ਤੇ ਸਮਾਜਿਕ ਪੇਸ਼ਬੰਦੀਆਂ ਬਾਰੇ ਵਿਚਾਰ-ਵਟਾਂਦਰਾ ਕਰਨਾ ਸੀ ਜਿਸ ਕਾਰਣ ਲਾਕ-ਡਾਊਨ ਦੌਰਾਨ ਵਿੱਤੀ ਆਮਦਨ ਘੱਟਣ ਦੇ ਬਾਵਜੂਦ ਕੇਰਲਾ ਨੇ ਕੋਵਿਡ-19 ਦੀ ਰੋਕਥਾਮ ਵਿੱਚ ਨਵੀਂ ਮਿਸਾਲ ਪੈਂਦਾ ਕੀਤੀ।
ਕਾਲਜ ਪ੍ਰਿੰਸੀਪਲ ਡਾ.ਖੁਸ਼ਵਿੰਦਰ ਕੁਮਾਰ ਜੀ ਨੇ ਇਸ ਮੌਕੇ ਤੇ ਮੁੱਖ ਵਕਤਾ ਦਾ ਨਿੱਘਾ ਸਵਾਗਤ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਮਹਾਂਮਾਰੀ ਦੇ ਸ਼ੁਰੂਆਤੀ ਦੌਰ ਵਿੱਚ ਹੀ ਜਿਵੇਂ ਕੇਰਲਾ ਨੇ ਢੁਕਵੇਂ ਤੇ ਸਮਾਂ-ਬੱਧ ਤਰੀਕਿਆਂ ਤੇ ਢੰਗਾਂ ਨਾਲ ਸੁਯੋਜਿਤ ਨਿਗਰਾਨੀ, ਸਕਰੀਨਿੰਗ, ਸਿਆਸੀ ਤੇ ਪ੍ਰਬੰਧਕੀ ਕਾਰਗੁਜ਼ਾਰੀ ਤੇ ਇਸ ਨਾਲ ਸਬੰਧਿਤ ਜਾਣਕਾਰੀ ਨੂੰ ਸਿਲਸਿਲੇਵਾਰ ਉਪਲਬਧ ਕਰਵਾਇਆ, ਇਸ ਨਾਲ ਮਹਾਂਮਾਰੀ ਨੂੰ ਮੁੱਢਲੇ ਦੌਰ ਵਿੱਚ ਹੀ ਕੰਟਰੋਲ ਕਰਨ ਵਿੱਚ ਸਹਾਇਤਾ ਮਿਲੀ।
ਕੇਰਲਾ ਦੇ ਵਿੱਤ ਮੰਤਰੀ ਡਾ.ਟੀ.ਐੱਮ.ਥੌਮਸ.ਇਸਾਕ ਨੇ ਇਸ ਮੌਕੇ ਤੇ ਸੰਬੋਧਿਨ ਕਰਦਿਆਂ ਕੋਵਿਡ-19 ਦੀ ਮਹਾਂਮਾਰੀ ਦੌਰਾਨ ਵਿਕਸਿਤ ਤੇ ਵਿਕਾਸ਼-ਸੀਲ ਮੁਲਕਾਂ ਵੱਲੋਂ ਅਪਣਾਈਆਂ ਗਈਆਂ ਆਰਥਿਕ ਤੇ ਸਿਆਸੀ ਨੀਤੀਆਂ ਤੇ ਪ੍ਰਬੰਧਾਂ ਦੀ ਚਰਚਾ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਭਾਰਤੀ ਅਰਥਚਾਰੇ ਵੱਲੋਂ ਇਸ ਮਹਾਂਮਾਰੀ ਸਮੇਂ ਆਮ ਨਾਗਰਿਕਾਂ ਦੀਆਂ ਸੱਮਿਸਆਵਾਂ ਤੇ ਵਿੱਤੀ ਦਿੱਕਤਾਂ ਬਾਰੇ ਚੁੱਕੇ ਕਦਮ ਨਾ-ਕਾਫੀ ਸਨ।ਜਿੱਥੇ ਇਸ ਮਹਾਂਮਾਰੀ ਦੇ ਪ੍ਰਬੰਧਨ ਦਾ ਆਰਥਿਕ ਬੋਝ ਲਾਕ-ਡਾਊਨ, ਨੋਟਬੰਦੀ, ਅਚਾਨਕ ਗਈਆਂ ਨੌੋਕਰੀਆਂ ਤੇ ਲੱਖਾਂ ਰੋਜ਼ਗਾਰਾਂ ਦੇ ਬੰਦ ਹੋਣ ਕਾਰਣ ਸਿੱਧਾ ਨਾਗਰਿਕਾਂ ਦੇ ਮੋਢਿਆਂ ਤੇ ਆ ਗਿਰਿਆ ਉੱਥੇ ਕੇਂਦਰੀ ਤੇ ਰਾਜਾਂ ਸਰਕਾਰਾਂ ਲਗਾਤਾਰ ਆਰਥਿਕ ਅਨਿੰਸ਼ਚਿਤਤਾ ਤੇ ਤਾਲਮੇਲ ਦੀ ਕਮੀ ਨਾਲ ਜੂਝਦੀਆਂ ਰਹੀਆਂ।ਮਹਾਂਮਾਰੀ-ਪ੍ਰਬੰਧਨ ਵਿੱਚ ਫੰਡਾਂ ਦੇ ਉਧਾਰੀਕਰਣ ਅਤੇ ਖੁੱਲੀ ਮੰਡੀ ਦੇ ਦਬਾਉ ਵੀ ਜਾਰੀ ਰਿਹਾ।
ਇਸ ਮੌਕੇ ਤੇ ਇਕਨਾਮਿਕਸ ਵਿਡਾਗ ਦੇ ਐਂਸਿਸਟੈਂਟ ਪ੍ਰੋਫੈਸਰ ਡਾ.ਮਨਿੰਦਰ ਦੀਪ ਚੀਮਾ ਨੇ ਇਸ ਮੁੱਦੇ ਤੇ ਗੱਲਬਾਤ ਸ਼ੁਰੂ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਇਸ ਮਹਾਂਮਾਰੀ ਦੌਰਾਨ ਸਾਰੇ ਰਾਜਾਂ ਨੇ ਵਿੱਤੀ ਘਾਟਾ ਝੱਲਿਆ ਤੇ ਇਸ ਸਮੇਂ ਜ਼ਿਆਦਾਤਰ ਰਾਜਾਂ ਨੂੰ ਆਰਥਿਕ ਮੰਦਵਾੜ੍ਹੇ ਨਾਲ ਨਜਿੱਠਣ ਲਈ ਉਧਾਰ ਮੰਗਣਾ ਪੈ ਰਿਹਾ ਹੈ।ਪ੍ਰੋਫੈਸਰ.ਵੇਦ ਪ੍ਰਕਾਸ਼ ਸ਼ਰਮਾ, ਮੁਖੀ, ਸ਼ੋਸ਼ਲ ਸ਼ਾਇੰਸਿਜ਼ ਨੇ ਇਸ ਮੌਕੇ ਤੇ ਕੇਰਲਾ ਦੇ ਵਿੱਤ ਮੰਤਰੀ ਡਾ. ਟੀ. ਐੱਮ. ਥੌਮਸ. ਇਸਾਕ ਨਾਲ ਰਸਮੀ ਜਾਣ-ਪਛਾਣ ਕਰਵਾਦਿਆਂ ਕਿਹਾ ਕਿ ਉਹ ਕੇਰਲਾ ਦੇ ਅਜਿਹੇ ਕੱਦਾਵਰ ਨੇਤਾ ਹਨ ਜਿਹਨਾਂ ਨੇ ਰਾਜਾਂ ਦੇ ਵਿੱਤੀ ਤੇ ਸਿਆਸੀ ਅਧਿਕਾਰਾਂ ਨੂੰ ਬਚਾਉਣ ਲਈ ਸਦਾ ਹੀ ਆਵਾਜ਼ ਬੁਲੰਦ ਕੀਤੀ ਹੈ।ਉਹਨਾਂ ਨੇ ਦੋ ਦਹਾਕਿਆਂ ਤੱਕ ਸੈਂਟਰ ਆਫ ਡਿਵੈਂਲਪਮੈਂਟ ਸਟੱਡੀਜ਼ ਵਿੱਚ ਪੜਾ੍ਹਇਆ ਵੀ ਹੈ ਤੇ ਅੱਜ-ਕੱਲ੍ਹ ਸੀ.ਡੀ.ਐੱਸ ਨਾਲ ਜੁੜੇ ਹੋਏ ਹਨ।
ਇਸ ਮੌਕੇ ਤੇ ਸਟੇਜ-ਪ੍ਰਬੰਧਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਡਾ.ਮਨਿੰਦਰ ਦੀਪ ਚੀਮਾ ਨੇ ਨਿਭਾਈ।ਧੰਨਵਾਦ ਦਾ ਮਤਾ ਕਾਲਜ ਦੇ ਵਾਈਸ-ਪ੍ਰਿੰਸੀਪਲ ਪ੍ਰੋ.ਸ਼ੈਲੇਦਰਾ ਸਿੰਧੂ ਵੱਲੋਂ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ।ਇਸ ਪ੍ਰੋਗਰਾਮ ਦੇ ਤਕਨੀਕੀ ਪ੍ਰਬੰਧਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਡਾ.ਰੋਹਿਤ ਸਚਦੇਵਾ ਨੇ ਨਿਭਾਈ।ਇਸ ਪ੍ਰੋਗਰਾਮ ਵਿੱਚ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਵਿਦਿਆਰਥੀਆਂ,ਅਧਿਆਪਕਾਂ ਤੇ ਸਰੋਤਿਆਂ ਨੇ ਹਿੱਸਾ ਲਿਆ।
